Does the dress have a built in under skirt that gives it the bell shape, or a separate petticoat?

I love the poof of the skirt and it looks like it needs padding, is this built into the dress or achieved by using a petticoat?

Can bodice length be custom-fitted for petite torso?

I am 5'1" tall and normally purchase "petite" sized clothing tailored specifically for shorter women. In order to fit properly, garment proportions must be adjusted to fit the overall figure, not simply shortened by hemming the skirt length.

I need the length of the bodice shortened in order to fit properly in the torso, especially in a gown of this style. Simply changing skirt length alters the proportions of the dress so it doesn't look as nice and it also is unlikely to fit shorter or taller women properly. Positioning of bust point, waist and full hip will vary by height and shoulder width will also vary, generally narrower for shorter women.

Some websites ask for more detailed measurements including shoulder width, back neck-to-waist length, shoulder to bust point distance, distance between bust and hip, and waist-to-floor length. These measurements must be accounted for if a gown is to fit properly. I see only full bust, waist and hip measurements requested here. Is that correct?

If you can tailor the dress, including bodice, to fit properly, I will be ordering dresses here. Otherwise, I will have to continue searching for a dress that can be properly fitted for my needs. Thank you.

Love the look of this dress, but would prefer it in a tea length.

I already ordered the Taffeta-A-line-Square-Court-Train-Evening-Dress but did not order a crinoline. Would one make the dress sit nicer? If so is it possible to add this to the same shipment?
