My measurement in bare feet is 134 cm and with my shoes on is 144 cm. What measurement should I use?

Change strap on dress to right shoulder?

Are you able to change the strap to go over the right shoulder as my bridesmaid has a tattoo on her right shoulder blade we want to cover up.
