I am looking for this type of petticoat to wear under my full dresses

The length waist to floor is approx 28in but I am a UK size 18-20. Will this fit the bill or do I need a different style.
They seem to be very hard to come by!

I see that the lowest waist size for this petticoat is about 27 inches. I have a bridesmaid that is
